The Police Department and the Fraternal Order of Police have signed a Memorandum of Understanding regarding the Field Training Officer Program. This program will begin with the Academy Class that is starting on Monday 7-25-2011. The attached document is the announcement of the program and request for applicant submissions. Please ensure that your personnel are made aware of the program and encourage qualified Officers to volunteer.
The Philadelphia Police Department is starting a FIELD TRAINING OFFICER PROGRAM. Participation in the program as a Field Training Officer is strictly voluntary.
Process for enrollment in the Program:
Police Officers in Field Operations who are interested in applying to be a Field Training Officer (FTO) must submit a memorandum to their Commanding Officer.
The Commanding Officer will forward the memorandums along with an evaluation memorandum from the Officers immediate supervisor to the Field Training Program Coordinator from the office of D/C Field Operations.
Field Training Officer Selection Process:
Officers will be selected for this program from Field Operations. Interested officers will submit a one page memorandum stating why they are qualified for this assignment.
First line supervisors and Commanders should encourage qualified members to become FTOs.
The applicant’s immediate supervisor will determine if the officer meets the minimum qualifications; Officers must have a minimum of three (3) years of service with the Philadelphia Police Department; the last two (2) years of service must be full duty in Field Operations. Applicants must have a satisfactory Performance Evaluation for the two (2) years prior to assignment as an FTO and not be on the sick abuse list to be considered eligible for this program.
The first line supervisor will prepare a memorandum for qualifying members, verifying that they meet the minimum qualifications, stating their skills and training and forward through the chain of command for endorsements to Field Training Program Coordinator, who will be assigned to the D/C Field Operations.
The applicant for the FTO must exhibit professionalism, leadership, discipline, and ethical practices. The FTO must be committed to the department’s mission, vision, and values; this must be demonstrated through the FTO’s conduct. Removal from the FTO assignment will be solely at the discretion of the PPD.
The FTO will be required to have a sound working knowledge, skills, and abilities. These areas are (but not limited to):
- Departmental Policies and Procedures
- Oral, written, and interpersonal communications
- Decision making
- Preliminary investigations
- PA crimes code, Criminal Procedure, search and seizure, laws of arrest and all other laws
- Report writing
Applications will be reviewed by the FTO Selection Committee. Approved candidates will be required to go through testing and evaluation prior to entry in the FTO Training Program. Field training Officers will be assigned to the following districts: 2nd, 6th, 12th, 14th, 15th, 16th, 17th, 18th, 19th, 22nd, 24th, 25th, 26th, 35th, 39th.
Commanding Officers must submit all qualified candidates packages to the Field Training Program Coordinator assigned to DC Field Operation’s Office by September 9, 2011.
In consideration for their participation in the program as Field Training Officers, Police Officers who successfully complete the “Field Training Officer” training program will have 8 hours of vacation leave added to their vacation bank. Additionally, Field Training Officers will be entitled to work a maximum 2 hours of overtime per week in the performance of their duties as a Field Training Officer. The Field Training Program lasts for 15 weeks. This overtime is to be provided to enable the Training Officer to complete the observation and evaluation reports for the “Officers in Training” under their guidance. Training Officers will earn this time in accordance with the provisions of the Collective Bargaining Agreement, Section VI, Hours of Work and Overtime.
