The Philadelphia Fraternal Order of Police (FOP) Lodge 5 is the proud representative of more than 14,000 active and retired Philadelphia Police Officers and Sheriff’s Deputies. Established in 1939 to protect and promote the interests of law enforcement professionals in Philadelphia, Lodge 5 serves as a critical resource and fierce advocate for those who dedicate their lives to keeping the city safe.
Lodge 5 operates as a fraternal organization, ensuring members receive fair compensation, benefits, and working conditions. Through collective bargaining, legal support, and ongoing negotiations, the elected Executive Board fights to uphold the rights and interests of its members. Beyond the workplace, Lodge 5 fosters a strong sense of community and camaraderie among law enforcement officers, offering a network of support that extends far beyond the job.
Located in Northeast Philadelphia since 2013, Lodge 5’s Headquarters houses a range of resources for its members, including the Cop Shop, a gym/fitness center, event rental spaces, a ballroom and a members-only restaurant/bar. The Lodge also regularly sponsors events, charitable initiatives, and community outreach and youth sports programs that strengthen bonds between officers and the public they serve.
Under the leadership of a dedicated Executive Board with President Roosevelt L. Poplar at the helm since 2023, Lodge 5 continues to uphold its mission of supporting Philadelphia’s law enforcement officers with integrity, professionalism, and commitment. Together, they strive to ensure the safety and well-being of those who protect the city as well as securing fair and beneficial contracts through collective bargaining agreements.
